The 60s Counterculture was anti-statist, as seen in the leftwing antiwar movement and its accusations of "systemic" racism (thus implicating the government) and in the rightwing libertarianism that grew out of the 60s (Goldwater was an early example, and Reagan made libertarian rightism big in California during the 60s) was all about taking government pressure off the backs of businesses: lower taxes, fewer regulations, less enforcement of labor law.
