I can't really say I understand it very well, but basically it's a school district with about 9k public school students, mostly black and Hispanic, and about 24k private school students, those are Hasidic Jews. Hasidic Jews took over the school board, and started implementing cuts in property taxes, as well as diverting funds from public schools over to transportation and special education for private schools.
