Microsoft hires Chinese workers in China to manage US military Azure installations. But it's ok because Microsoft also hires a minimum wage supervisor in the US who monitors what the Chinese worker in China is doing remotely. That the person in the US, who might not even be a citizen, has no idea what the Chinese admin is going doesn't matter. The checkbox next to "US Supervision" gets checked off and the contract payments flow.
