Ukraine and Moldova were republics in the Soviet Union and Ukraine got Budjak to ensure Moldovan Romanians in the Soviet Union didn't get sea access since they had the entire country of Romania for that. The old name for it is Bessarabia, it was always full of Turks/Russians/Ukrainians since it's next to Odessa, one of the biggest ports,, which is why Gagauzia is from it. You could say Gagauzia is the part of Budjak inside Moldova. This only became an issue when the Soviet Union collapsed and split into different countries, one is Ukraine, other is Moldova. Budjak stayed with Ukraine. Moldova does have sea access at Giurgiulești.
