It's probably a run on effect from inheriting the majority of the USSR's primary military assets but being mega cheap and setting the defense budget to circa 5% of what the USSR had been paying. Old shit carried them for awhile but the lapse in commitment just fed a scenario where they weren't keeping equipment combat ready and their defense industry focused more on exports than their domestic market.
