This isn't based on anything. They have no model or forecast to show how they've arrived at this conclusion and even if they did it wouldn't be accurate. It's not possible to predict the future with certainty, only the LORD can do that. There have been plenty of nations that have had fluctuating populations throughout history. The only thing that happens is it gets less crowded, then eventually the population increases again. You don't ever NEED to import people to prevent the population from going down.
