Depending on how old some laws are they can go back 200 fucking years. At what point does someone stop being a "peaceful" protester and instead become an agressor? At what point are you allowed to use non lethal force to disperse a crowd? Those are all questions that were probably answered at some point and I highly doubt that current ICE is just willy nilly beating people up.
