By my count it's been two; Operation Midnight Hammer (Iran) and Operation Southern Spear (fishermen + Venezuela), both without Congressional approval violating the War Powers Resolution (WPR)

Operation Rough Rider was a dramatic escalation of Biden's war on the Houthis (Operations Poseidon Archer & Pandora Throttle), but he didn't technically *start* it. Biden started it (without Congressional approval as well) while Trump escalated it and began explicitly targeting civilian sites, which is bad, but you can't say he "started" it.

So by my count that's two wars started in one year, both violating the WPR. Am I missing any?

They are under the definition of war used in the War Powers Resolution.

We just established how he started at least two in the OP. The question is if there were others.
