As a curious onlooker, can anyone in Europe or the US explain why import tariffs are BAD when Trump implements them, but they are GOOD when Europe implements them?

Why not be honest and mention that the enemies of the West have already implemented these measures in some form?
So, the West would simply be catching up?
My example is sound when you accept that domestic measures are part of international power conflicts. In the same way that conflicting powers would strive to produce equal weapons, they would also strive to implement the most effective domestic security systems.

In the uk (for example) the security state is 100% against natives while protecting the foreign originating abusers. The state itself is abusive against its own populace. Doesnt sound like the actions of a state preparing for a greater international conflict. Sounds like a state who sees its own people as the enemy and is preparing for internal conflict.

I'm happy to indulge all theories. But so far the evidence I can see shows that there is a widening rift opening between the ideological positions of the US and Europe. Just because they both are developing similar technological structures to monitor their domestic population certainly doesn't necessitate that they are doing it as part of a grand plan.
A father who encourages his children to brush their teeth, do their homework, do some chores is not acting in concert with his neighbour who also happens to encourage his children to do the same thing.

Sure. The point I was trying to make is that fathers can appear to develop identical roles within a home without having to join some Father's cabal where they devise plans together. In many cases those fathers may actually oppose one another based on their political, religious, moral positions.
Your example of the UK seems to support my idea that Europe is drifting ideologically further from the US.
