Yes, but they don't need to alter it in any way. They can just shoot it in a small pellet, they only need to break skin. The virus is already 100% deadly. You're most likely not going to even know you got got.

Glowies are not going to waste money on creating super rabies when rabies is already incurable.

BTW, important people are already immune to rabies, this is only an option for uppity nigger marks in the third world where it's less likely to be investigated.

They've certainly looked into it. What you should really be worried about is the UK's secret BSL-5 research facility for "extraterrestrial" specimens.

Apparently there is lore of some type of agent or virus which exists that attacks the limbic system - the amygdala and prefrontal cortex, leaving the rest intact, and the infected descends into an uncontrollable rage and with a destroyed or hijacked PFC has 0 capacity to mitigate impulses, but still has access to the to the rest of the brain.

Basically, it's how you get a sprinting adrenaline fueled Rage-Zombie that can open doors, climb walls, operate vehicles, do not experience pain or fear, have superhuman strength and more or less wander about in a constant fit of unimaginable rage falling prey to whichever desire the limbic system demands in the moment. Once one of the infected have not had food for three weeks and are suffering from what looks like a late stage prion disease, they would, in effect, be the closest thing to the medical definition of "zombie"

The trouble with a rabies-like viruses is biting is an incredibly poor form of transmission so it would have to be airborne, which would be the virology equivalent of making a feathered blue-whale sized caterpillar with bat wings which has both gills and lungs. It's just, not how that works, really. So it wouldn't be a virus, or if it were it would have to be dormant and infect a large portion of humanity before it triggers, which again puts us back into fantasy land. It would have to be a prion.

depends how you want to use it. a 100% lethal disease that self limits would be the most useful because then you wouldnt have a runaway scenario that ends the world. you'd use it to clear target areas using a dispersal method instead of relying on person-to-person spread and then wait until it dies out before taking over.

Cytokine storms rely on an robust immune system in the first place, I don't think these people are healthy enough to experience a cytokine storm, it's the immune system attacking the body - the Spanish flu (H1N1 sub-type of influenza A) was most deadly in young adults, who also happened to have the strongest immune systems
