That's their choice, but if they cancel one branch of the federal government, they cancel all of them, and their contractors too.
This is just for show to fool the NPCs. They'll take back their cancels tomorrow. If they actually did this, they'd be forced to become Motel 6, and no decent travel agent would ever do business with them again
