They dont need some bloated EU army sitting in their barracks waiting for a war that never comes, they need France to be actually able to control sub saharan Africa or a Germany that can hold onto Afghanistan and build it up or a Spain that can hold on to Venezuela so the American military and intelligence can focus on other theaters. Its a shared burden that is the essence of an alliance, but Europe isnt doing fucking anything. Its why America glazes Israel and to a lesser extend Turkey so much, because they can actually plan and sustain operations by themselves and America is willing to help them as an ally, although in the latter case America doesnt trust Erdog (rightfully so).
