Women got the right to vote nationwide in the 1920s, but they could vote at the state level in many states by the late 1800s. Even then, most women voted how their husbands or fathers voted for quite some time. It was almost a non issue. My point is, women could vote in 1920, but fertility rates weren't really affected as a result. It wasn't until 50 years later that fertility rates really declined.
