Dude, most people have 82ms. Multiplayer games do a great deal of trickery client side to predict player movement to make it not look like other players are jittering all over the place.

Cloud gaming has been experimented with for multiple decades now, and it just doesn't work. Even if you're building games from the ground up to include systems to accommodate for the massive latency induced by cloud gaming it's still shit, which nearly every game isn't.

The only sort of games that are tolerable for cloud gaming are nearly always able to be run on cheap, old machines. I.E. Fixed camera puzzle games, text adventure games.

You can go experiment with the absolute best case scenario for cloud gaming right now, you can run a 1 foot fiberoptic cable from one computer to another, and it's still sickening. It's just not possible.

Local graphics latency main constraint is the screen, say a 144Hz screen. That's a latency of 7ms.
That number may be similar to your ping to the datacenter in certain locations, but usually will be worse, 15-20 easily - that would still be considered an excellent ping. A 20ms ping corresponds to a distance of around 1000 miles in purely mathematical terms, but there's overhead involved, routing and processing the signal and so on, so it's fairly conservative.
Now the problem is the game has to react to your input, which first is delayed 7ms by the screen, then has to travel to the datacenter, +20ms, where the next relevant frame is computed, which is then sent back, +20ms, and displayed on your screen, +7ms.
That's 54ms, let's say 50ms, giving you 20fps that actually do something - it will send you more frames to not seem like unresponsive stuttery shit, but these are inputless pre-computed garbage. Padding.
Even if your raw ping is in the single milliseconds it will fucking blow in practice, even with all sorts of larp shenanigans trying to fool you into believing it's not shit.
After all these services already failed.

What about if you filter groups by their ping so a room has people of similar pings

and then you program the game to basically give priority to different players in a deterministic way.

As such this service wouldn't have much to do with PC gaming, if anything. PC gaming is dying and will die, and this would only reinforce that.
Instead it affects mainly console and mobile games, where the hardware is more limited to begin with.
This also leaves us with the question: why attack PCs specifically?

it constantly fucked up my rotations because it wouldn't eat the character switch input quickly enough and then the skill activation I pressed right after didn't happen and so on
it simply won't happen because it is not practically usable. just look at the EV shit, look at the absurd amount of subsidies Germany is pumping into it. and yet, it's nowhere near the adoption rate they want, and will never get there unless the technology significantly improves and the prices come down.
