ICE recruiting is through the roof, and nearly all of them are right-wing and love Trump. It's a smart move; the military has been compromised by too many leftists in recent years, so enacting martial law would get pushback from within. ICE is almost like a private army with absolute loyalty and absolutely loves what they're doing.

And by sowing doubt about absentee voting (even among the left), you get more people to forego it and show up on election day. And then if there is chaos at those locations in blue strongholds, it would be too late to vote absentee. All he needs to do is decide on the locations to target, and I guarantee they will be in districts that are on the bubble of flipping in the House, thereby securing a majority.
