Can anyone answer why it took St. Paul Minisota over 20 minutes to respond to a church Calling in over 30 people disrupting a service? It happens around 10:30 am on a Sunday. Not usually the busiest time of day. Based on eyewitness accounts that the disruption inside the sanctuary lasted at least 23 minutes, the police arrival occurred after this period had concluded.

You can then FOIA the record. Then find out if they were told not to respond. Or if there was a delay in dispatching the call.
