Bezos company is working on a manned lander for NASA and so is Spacex, plus, just because nasa has a base on the moon doesn't mean others can also have bases to extract resources....china certainly seems to be angling to do so. and dont forget - nasa doesn't actually build their own equipment - its all contracted out to private companies.
