He was there doing community outreach/support during violet protests in the region and so his open carry is much more sane, maybe even recommended behavior.

It's an aggressive and provocative statement but it's not outside the bounds of acceptability as long as it conforms to the implicit understanding that you're not actually making people fear for their lives or threatening to embark upon imminent lawless action. Subtextually part of the point of 2A is the right of the citizenry to express a measured degree of "defensive intimidation" towards state authorities, reminding them that if they try to go full Gestapo / NKVD towards the citizenry that said citizenry does indeed have teeth and cannot / will not be funneled meekly into the gas chambers; obviously the citizenry has to treat that aspect of the right with a HUGE degree of respect and not abuse it or push it too far, but part of the American experiment in governance is trusting that they'll do so responsibly, which they appear to be doing
