Most of that gold is paper exchange between the sovereign wealth fund and the Russian central bank. So it moves from one arm of the government to another. They can, and do, sell some gold on the MOEX (soon to be transferred to Spimex) for private consumption but I dunno if this is just papers or actual deliveries. There is also an export market which isn't trivial but, again, I don't know if the sale consists of papers entitling the owner to a share of gold held in a vault in Moscow or if the gold actually crosses the border. I would not call it a parasite culture, as parasites require a host to survive. The deposition of the monarchy meant that the nationalists in Ukraine were divided. On one hand, many thought that the White movement in Russia was an ally (wrongfully). Still others considered all foreign powers, including newly emerged Poland, was a threat to the Ukrainian identity.

This sort of bartering was common in the USSR from what I've read. It should make a pretty strong comeback once SHTF, but I think we're still a little way off it yet. The value of the ruble as a means of exchange still holds purchase for now. Mounting debts and interest payments is the burning string to the metaphorical bundle of dynamite that is Russia's banks. Also it would go kaboom if the gov decides to fuck with the bank deposits and yoink them but I don't think they're that desperate just yet.
There are still more taxes to be raised and public services to be cut. E.g. they're winding down the preferential mortgage system again from last year's cut, but it's still there and not zero. So the gov thinks it can still afford to subsidise some mortgages whilst warring Ukraine though much less than it used to.
