Hopes for a ceasefire in Ukraine intensified on Thursday after Steve Witkoff, President Donald Trump’s special envoy, told the World Economic Forum that negotiations between Moscow and Kyiv have narrowed to a "single unresolved issue," widely understood to be the status of occupied territories.

"We have discussed iterations of that issue, and that means it is solvable," Witkoff said, referring to the territorial dispute. While he did not elaborate, recent proposals have floated the creation of a "free economic zone" in the Donbas region. Witkoff also touted a US proposal for a broader tariff-free zone for Ukraine, which he described as "game-changing" for the country's post-war recovery.
The diplomatic push coincides with a potential pivot from the Kremlin regarding the contentious issue of sovereign debt and reparations. In a Security Council meeting on Wednesday, Putin signalled for the first time that he might countenance using frozen Russian central bank assets to fund reconstruction.

Alexander Rybalko, who led the city of Anzhero-Sudzhensk from 2019 until his arrest in 2023, was found guilty of bribery, abuse of office, and illegal participation in business activities. The court also fined him 9.5 million rubles ($100,000) and barred him from holding public office for a decade.
Prosecutors established that Rybalko accepted a 1.9 million ruble bribe from the director of a construction firm, SNK LLC, in exchange for guaranteed municipal contracts. Using his authority, Rybalko facilitated 40 contracts worth 117 million rubles for the construction of housing for orphans and residents of dilapidated buildings. Despite the city transferring the funds in full as a 100% advance, the developer lacked the resources to build the homes, leaving the projects unfinished, and the funds vanished.

Europe today faces a harsh reality in which security can no longer be taken for granted.

Amid Russia’s aggression and the rise of hybrid threats, the EU needs a clear and consistent logic of action. This logic can be outlined in five interconnected steps.

▪ First, Europe needs real, shared defense capabilities.

▪ Second, defense must be industrialized - shifting from ad hoc procurement to sustained weapons production.

In today’s reality, what matters is not only the level of spending, but the ability to rapidly produce and replenish stockpiles. This requires long-term contracts, joint procurement, standardization, and secure supply chains.

Instruments such as EDIP are important, but implementation speed will be decisive: can Europe turn political decisions into production lines, warehouses, and ready deliveries?

▪ Third, Europe needs solidarity not as rhetoric, but as a functioning risk-sharing mechanism.

Security on the continent is interdependent: the East deters Russia, the South manages migration pressure and maritime borders, while the North and the Atlantic protect undersea cables and critical infrastructure.

If any of these links fails, everyone becomes vulnerable.

That is why Europe needs common response protocols, financial risk-sharing, and political guarantees of support, so that "frontline" states are not left alone with their share of responsibility.

• strengthen solidarity;
• reinforce the deterrence front through Ukraine;
• protect the critical systems without which neither the economy nor defense can function.

This is the practical framework for a united Europe under current conditions.

Due to the Russian massive attack on the region, a 50-year-old man was killed in the Bucha district. Medics fought for his life but were unable to save him. A 59-year-old woman was also injured in the region. A high-rise building, a private house, premises of two gas stations, and about 20 cars were damaged.

◾ Dnipropetrovsk region
Two women, aged 76 and 67, were injured in the attack. An enterprise, a high-rise building, infrastructure, and five cars were damaged.

◾ Odesa region
In Chornomorsk, a Shahed drone struck a high-rise building; there is currently no information about casualties. In the Odesa district, an energy infrastructure facility was damaged.

◾ Zaporizhzhia region
Three people were injured due to enemy attacks. 197 consumers were left without power.

◾ Vinnytsia region
A critical infrastructure facility was hit; no casualties reported.
