As it is, companies say they cannot find workers and it doesn't matter if it is true, they threaten to move HQ abroad and stop paying taxes. In the good old days you would have to move your entire company to stop paying taxes, but nowadays it is much easier. They also move their production abroad and some workers at home are left without work.
Alternative would also be dismantling the entire social welfare system and work regulations to make people more desperate to work longer, harder for less.
