>The share of companies assessing the situation in the Russian economy positively has fallen to 4%

>According to Forbes, such results in a survey of top managers of large businesses received the Russian Union of Industrialists and Entrepreneurs (RSPP) in January.

>Compared to December, the share of “optimists” among businessmen decreased by almost five times: then there were 14%. Every third company complained about a drop in demand, every fourth complained, that counterparties increasingly fail to fulfill their obligations. Two-thirds of enterprises reported rising purchase prices (versus half in December), and one in four reported plans to raise prices for their goods and services to compensate for increased costs.

>The company “was gripped by pessimism,” states the president of Opora Russia, Alexander Kalinin. In December there were a lot of settlements under budget contracts, and entrepreneurs looked at the situation more optimistically, he recalls. But in January, tax reform hit business: VAT increased to 22%, as did taxes for small businesses.

>“Indicators have decreased in almost all positions; we see that the proportion of those who will be forced to raise prices has increased,”- Kalinin points out.In addition to the growing fiscal burden and costs, business sentiment is also affected by the deterioration of opportunities for dialogue with the authorities, he adds. According to a survey conducted by Opora Russia at the end of December, up to a third of small and medium-sized companies may close this year due to an increase in the tax burden.

>IPN RAS survey, conducted in November-December, showed that 71% of companies complain about “insufficient effective demand” - a record share for the entire period of observation (since 1999). The number of enterprises that report being affected by sanctions has also increased to a maximum: now 71.2% compared to 65.2% in 2024 and 60.6% in 2023.

>Tax officials began to knock old debts out of business amid problems with the budget deficit

>Tax authorities require businesses to clarify and pay additional taxes for periods more than three years ago, lawyers and tax consultants told Forbes. Experts attribute this trend to both technical changes in tax administration, and with the growing problems of budget deficit. According to market participants, recently businesses have regularly received information letters from tax authorities with a proposal to double-check the payment of VAT and personal income tax for periods for which the audit deadlines have already expired. We are talking, in particular, about taxes for 2022 and earlier. Tax officials cannot schedule an on-site audit for such periods, but they use a “soft coercion” format, asking companies to pay extra tax on their own.

>“We have repeatedly encountered similar requests in our work with clients over the past year,” Irina Luzhina, director of the B1 tax dispute resolution group, told Forbes. According to her, legally such actions are in a gray zone, because desk checks have been completed, and the deadlines for on-site checks have expired. Therefore, inspectorates send information letters, counting on voluntary clarification of obligations. Such letters are not binding, Luzhina notes. The taxpayer is asked to independently check the discrepancies and present his position. At the same time, the tax authorities expect that the business will voluntarily submit an updated declaration and pay additional tax.

>Partner of the Kept tax dispute resolution group, Anton Stepanov, emphasizes that formally such actions cannot be considered illegal. Without verification, tax authorities can only operate with assumptions. However, in his opinion, the key reason for the intensification of such requests is the need to replenish the deficit budget.

>Putin was asked to raise taxes again due to the collapse of oil and gas budget revenues

>Before Russian business had time to get used to the VAT increase, government officials began discussing the introduction of new taxes and increasing existing ones in order to save the budget from a drop in oil and gas revenues, which accelerated sharply in early 2026.

>The Ministry of Finance has prepared a draft decree on the introduction of an export duty on diamonds, deputy head of the department Sergei Moiseev said on Thursday. According to him, this measure is aimed at “supporting” the domestic cutting industry. A day earlier, Deputy Head of the Ministry of Natural Resources Konstantin Tsygankov announced an agreed decision to sharply raise fees from businesses for their impact on the environment. In metallurgy in 2026-30 they will increase by 9-20 times, in gold mining - by 15-25 times, in the oil and gas sector - by 5 times. The base rate will increase in stages - by 5% this year and up to 100% by 2030, writes Kommersant.

>The Ministry of Finance is also exploring the idea of introducing a tax for marketplaces on the import of large quantities of non-food goods, Deputy Minister of Industry and Trade Roman Chekushov said earlier this week. In addition, the department proposed to Vladimir Putin to legalize online casinos and take 30% of their revenue in the form of a tax. Thus, the budget will receive 100 billion rubles.

>The state will likely continue to raise taxes on the population and business if the situation with Russian oil prices does not improve, notes Natalya Milchakova, leading analyst at Freedom Finance Global. Now the main export grade of the Russian Federation, Urals, is sold for export at $36-38 per barrel, and individual batches for Indian refineries cost $22-25.

>According to Alfa Bank estimates, this promises a budget shortfall of almost 3 trillion rubles in oil and gas revenues this year. At the end of last year, they fell by 24% and became the lowest since the pandemic (8.4 trillion rubles), and this year the Ministry of Finance planned an increase to 8.9 trillion rubles, but every $10 decrease in oil relative to the budget level deprives the government of 1.5-1.8 trillion rubles, Alfa Bank estimates. Urals now costs almost $20 less than what is included in the budget law ($59 per barrel). According to Reuters calculations, in January the treasury will collect the minimum oil and gas taxes since May 2020 - half as much as in the same month a year earlier.

>Having spent more than 40 trillion rubles on the army and weapons purchases since the start of the war, the Kremlin has used up almost two-thirds of the National Wealth Fund's liquid assets. Gold reserves in the fund's accounts decreased by 71% - from 554 to 160 tons. And foreign exchange assets dropped to their lowest level since the fund was created in 2008—about $30 billion in Chinese yuan.

>According to VTB analysts, in order to cover the shortfall in resource rent, the Ministry of Finance this year will have to withdraw 2 from the National Welfare Fund, 5 trillion rubles - that is, about 60% of unspent money. MMI analysts estimate withdrawals at 3 trillion rubles and another 700 billion rubles for “investments.” As a result, only 400 billion rubles may remain in the fund - an amount that covers approximately 3-4 days of federal budget expenses.

>If the Central Bank keeps interest rates high, and oil and gas revenues will decline, Russia will face a difficult choice - raise taxes again, cut spending or increase debt, warns Sergei Konygin, chief economist at Sinara Bank. According to his estimates, the budget deficit this year may be 1.5 times higher than planned - about 5.2 trillion rubles.

RUSSIA CUTS MATERNITY CAPACITY TO POST-SOVIET LOW AS BIRTH RATES PLUMMET

Russia’s healthcare infrastructure for childbirth has contracted to its smallest size in 35 years, correlating with a deepening demographic crisis that has seen birth rates fall for a decade straight.
According to a Vedomosti analysis of Rosstat data released this week, the number of inpatient maternity beds dropped to 48,200 in 2024, a 4.2% year-on-year decline from 50,300 in 2023. This reduction is part of a long-term structural downsizing; since 1990, the total number of obstetric beds has fallen by approximately 60% (from a high of 122,700). Availability now stands at 14.3 beds per 10,000 women, down from 34.1 in the final years of the Soviet Union.

Demographic Correlation
The infrastructure cuts mirror the country's shrinking birth numbers. Rosstat recorded only 1.12 million births in 2024, continuing a downward trajectory:
2024: 1.12 million
2023: 1.17 million
2022: 1.20 million
(Comparison) 1990: 1.89 million

Official Stance vs. Reality
Health officials and experts cited by Vedomosti defend the capacity cuts as a result of "increased efficiency" rather than austerity. They point to the modernisation of clinical protocols, which has reduced the average hospital stay for childbirth from 7–10 days (Soviet standard) to just 2–3 days, aligning Russian obstetrics with global standards. However, independent analysts note this contraction occurs against the backdrop of a "demographic winter," with fertility rates (TFR) hovering near historic lows (~1.37) despite government rhetoric promoting large families.

>The nationalized Domodedovo Airport was sold for half price to one of Putin’s closest friends

>One of Vladimir Putin’s closest friends, billionaire Arkady Rotenberg, became the owner of Domodedovo Airport, Russia’s largest private airport, which the authorities confiscated last year from the owner Dmitry Kamenshchik and nationalized.

>According to RBC, as a result of the auction, Domodedovo was sold to Perspektiva LLC, a 100% subsidiary of Sheremetyevo International Airport. Sheremetyevo, in turn, is 30% owned by the state, and 66% to the Cypriot trust TPS Avia Holding. Rotenberg owns 34% of the shares of the trust, and the balance belongs to the families of Alexander Ponomarenko and Alexander Skorobogatko.

>The final value of the transaction amounted to 66.132 billion rubles, that is, exactly half the starting price of the auction. The only bidder, besides the company associated with Rotenberg, was the structure of the Vnukovo airport, owned by businessman Vitaly Vantsev.

>Familiar with Vladimir Putin from the teenage judo section, and in the 2000s he became rich to become a billionaire on the Forbes list, Rotenberg became the main beneficiary of the wave of nationalizations of private businesses that started after the outbreak of war andcovered assets worth 4.5 trillion rubles.

>In addition to Domodedovo, the Roshim holding company, associated with Rotenberg, bought up chemical enterprises taken away from their owners - Volzhsky Orgsintez, Metafrax Chemicals and Dalnegorsky GOK, and also received Salavatneftemash under management. The total value of the companies inherited by Rotenberg by the end of 2025 amounted to 168 billion rubles.

>The airport has accumulated a debt of 70 billion rubles, half of which is in foreign currency. Auditors estimate that loan payments will “eat up” a quarter of the airport’s revenue this year—8 billion rubles out of 30 billion. As Vedomosti writes, Domodedovo’s loss for last year is estimated at 10 billion rubles.

SCHOOL VIOLENCE IN RUSSIA HITS WARTIME PEAK

Armed attacks on Russian educational facilities surged to a five-year high in 2025, according to a new data analysis by the independent media outlet Vyorstka.
The report confirms 11 separate attacks on schools, colleges, and kindergartens over the last year—the highest frequency recorded since the start of the Special Military Operation and a significant jump from previous years (which saw 3 to 6 incidents annually).

Casualties and Trends
While the frequency of attacks has risen, the death toll in 2025 was lower than in the mass shootings of previous years. However, the violence remains lethal: two students were killed in 2025 during separate incidents in Odintsovo (Moscow region) and Tyva.
Total Casualties (2021–2025): 39 killed and 156 injured across 30 targeted institutions.
Deadliest Incidents: The majority of fatalities occurred during the mass shootings in Kazan (2021) and Izhevsk (2022).

Weaponry and Demographics
The analysis highlights a shift in tactics. While firearms remain the most lethal tool (used in 6 cases over five years), cold weapons have become the most common:
Knives: Used or carried in at least 12 incidents.
Blunt Force: Hammers were deployed in 8 attacks.
Perpetrators: Predominantly male, though four attacks involved female aggressors using knives or firearms.

Vyorstka noted that these statistics exclude spontaneous schoolyard fights, focusing strictly on premeditated assaults where criminal intent was established in advance.

>One of the largest Russian state banks predicted the complete depletion of the National Welfare Fund in a year

>The liquid assets of the national wealth fund, with which the government compensates for the shortfall in oil and gas budget revenues, may be completely exhausted in a little more than a year if current oil prices remain the same, experts from the Center for Economic Forecasting of Gazprombank, the third largest state bank in the Russian Federation in terms of assets, predict.

>At the beginning of the year, the National Welfare Fund had 4.1 trillion rubles of unspent funds remaining - this is currency and gold in the accounts of the Central Bank. The rate at which reserves are spent depends on the duration and decline in oil prices, CEP experts remind: now the fund is spent if the cost of a barrel falls below $59.

>With oil prices around $40, the rest of the National Welfare Fund's money will be spent in a little more than a year, according to estimates by the Center for Economic Performance of the State Bank of Russia. And if quotes fall to $30-35, then the fund may go to zero before the end of the current year. With oil at $50, the NWF reserves will last for 2.5 years. “Spending by the National Welfare Fund for other purposes” also plays a role, Gazprombank analysts note: for example, the current budget for 2026-28 provides for investments in infrastructure projects at the expense of the fund for 1 trillion rubles.

>“The approaching date of the expected depletion of the liquid part of the National Welfare Fund by 1 year will likely require a revision of the “cut-off price below $59,” bank experts write. And this will entail a review of federal budget expenditures or sources of its revenues.

russians will claim putin was a CIA agent lmao
>>
>>527328554

>Before the start of the war, the National Welfare Fund, which had been accumulated for years using oil windfalls, contained $113 billion in liquid assets, or 6.5% of GDP. By the beginning of 2026, this amount had decreased by 2.5 times, to $52 billion, and in relative terms by 3.5 times, to 1.9% of GDP. After large-scale spending on megaprojects and patching up budget holes, gold reserves in the fund fell by 71% - from 554 to 160 tons. And of the currency reserves, only about $30 billion worth of Chinese yuan remained—the minimum since the creation of the National Welfare Fund in 2008.

>Initially, in the 2026 budget, the Ministry of Finance included zero expenses from the fund, counting on maintaining the remainder of the “little egg” and covering the budget deficit through debt. But the collapse in prices for Russian oil, which, after the sanction of the Donald Trump administration, is sold at record discounts since the beginning of the war, forced the government to “unseal” the fund: from January 16 to February 5, the Ministry of Finance will sell currencies and gold worth 192.1 billion rubles, to compensate for the shortfall in raw material income.

>According to Bloomberg, at the end of January the Urals grade was sold abroad at $36-38 per barrel, with a budget of $59. And this promises the treasury a shortfall of 3 trillion rubles in oil and gas revenues and a deficit higher than planned, Alfa Bank analysts predict.

>History textbooks from Medinsky received a record number of complaints from teachers due to factual errors

>Practicing school teachers have submitted a record number of comments and complaints about factual errors in the new history textbooks, prepared under the leadership of Vladimir Medinsky, Vladimir Putin’s assistant and the author of the concept of “an additional chromosome among the Russian people.” Kommersant writes about this with a link to a statement by the scientific director of the Institute of General History of the Russian Academy of Sciences, academician Alexander Chubaryan.

>Speaking at a conference of the Russian military Historical Society (RVIO), Chubaryan, who is co-editor of the line of textbooks, noted that the volume of criticism turned out to be unusually high. “Usually teachers write some small sentences. Here wereceived very detailed feedback. Suffice it to say, that one teacher sent 25–30 pages of comments on each general history textbook for grades 5–9,” said the academician. According to him, teachers pointed out not only factual inaccuracies, but also proposed changing methodological approaches to the presentation of events.

>Against the backdrop of complaints received, the secretary of the working group for the preparation of textbooks, Vladislav Kononov and Vladimir Medinsky, stated that they plan to release updated versions of textbooks in Russia in 2026. For grades 5–9 this will be the second edition in two years, and for grades 10–11 this will be the third edition in three years. Scientific director of the RVIO Mikhail Myagkov clarified, that the new editions will add sections about the Olympics in Sochi, the 2018 FIFA World Cup and the period of the COVID-19 pandemic, but the “main emphasis” will be on “reasons for SVO.” Kononov added that the textbooks will conclude with a description of President Donald Trump's meeting with Vladimir Putin in Anchorage in 2025.

>They decided to declare smartphones and satellite Internet “security threats” to Russia

>Mobile devices, satellite Internet systems such as Starlink, as well as email services and other IT technologies of Western companies are used for “destructive information and technical influence” on Russia. As RBC reports, Assistant Secretary of the Russian Security Council Dmitry Gribkov said this at Infoforum-2026.

>According to him, these “threats” will be reflected in the new edition of the Information Security Doctrine, which is currently being prepared by the Security Council. In the document, which is included in the list of strategic ones and should serve as the basis for the development of laws and application programs, a course will be proclaimed to strengthen Russia’s sovereignty in the information sphere, RBC writes with reference to Gribkov. In addition to smartphones and Starlink, the Security Council plans to include “anti-Russian information campaigns”, “intelligence activities in cyberspace”, as well as cyber attacks on IT infrastructure in the list of threats to Russia. At the same time, control over the digital space and gadgets, according to the new doctrine, the state plans to implement this at all stages, from the moment of creation and start of operation of any digital systems, including those based on artificial intelligence.

>In terms of the scale of censorship and restrictions on the Internet, Russia is already among the world leaders, and by the duration of its intentional shutdowns, it firmly holds the championship on the planet: according to Top10VPN estimates, in the past, Internet shutdowns in the Russian Federation lasted 37,166 hours and affected almost the entire population of the country - 146 million people.

Russian Lawmaker Targets ‘Rambo,’ ‘The Sopranos’ for Fines Under New “Traditional Values” Legislation

1/2

State Duma deputy Yevgeny Marchenko has called for fines of up to 3 million rubles ($32,000) against distributors of Western entertainment titles that he claims insult Russia’s national dignity, specifically citing the Rambo franchise and HBO’s The Sopranos.
Marchenko, a member of the Committee on Family Protection, linked his comments to his recent vote in support of amendments to the Code of Administrative Offences (KoAP). The legislation, recommended by the committee on January 28, introduces heavy financial penalties for streaming platforms and social networks that host content deemed to discredit "traditional Russian spiritual-moral values."
In an interview with Russian media, Marchenko argued that existing Western hits should be subject to these new penalties. He singled out Rambo: First Blood Part II and Rambo III for their depiction of Cold War conflicts.
"In the second film, where [Rambo] fights in Vietnam... he begins fighting our instructors," Marchenko said. "Our military personnel are presented in a derogatory, even insulting light. The superiority of the American army over the Soviet one is declared everywhere. The same applies to the next instalment about Afghanistan, where he fights against our Soviet army."

Both, to be honest. Them not taking Euro would help them, because they could mitigate the damage by regulating their currency. But they still fucked up a lot by wasting EU funds, living from loans and by dodging taxes.
They were mostly dodging property tax (which is quite high, at least compared to Poland, where it's next to nothing for regular people) by pretending that their houses are unfinished (halfway-built top stories), because according to their law such buildings are exempt from taxation. Recently there was also huge scandal with defrauding EU funds by taking cash for herd animal pastures, while animals didn't even exist in the first place. Greeks sabotage themselves regularly because "muh freedumz", they are even more fucked in the head in that regard than Poles or Americans, which is an achievement in itself.
>>
>>527328772
2/2

The lawmaker also criticised The Sopranos, taking issue with its portrayal of Russian women. "The women of easy virtue—they are Russians to them," Marchenko noted, stating that such "insulting" tropes slip into otherwise talented American productions.
While the bill moves forward, committee chair Nina Ostanina has expressed concern over the legal ambiguity of the legislation, noting that "traditional values" are currently defined only by presidential decree rather than statutory law, making enforcement potentially arbitrary.
Marchenko remains undeterred. "If these films I mentioned fall under this [current] wording, then a new law is not needed," he stated. "But if they do not... then I will introduce a new law."

>In Tver, a 14-year-old teenager was sent to 7 years in a colony for setting fire to a military registration and enlistment office.

>The Second Western District Military Court sentenced a 14-year-old resident of Vyshny Volochyok to seven years in prison to serve his sentence in a correctional colony. As reported by the Investigative Committee, the teenager was found guilty under articles of “participation in the activities of a terrorist organization” and “attempt to commit a terrorist act.”

>According to investigators, in May 2025, a teenager, acting “on the instructions of a Ukrainian curator” through one of the messengers, tried to set fire to the military registration and enlistment office building in the Tver region. To do this, he used three Molotov cocktails, but was unable to complete his plan - he was stopped by law enforcement officers. The Investigative Committee also stated that the minor “was a member of a terrorist organization banned in Russia.”

>The verdict was handed down against the backdrop of a general increase in the number of criminal cases against minors under articles of “terrorism” and “sabotage.” As Alexander Bastrykin, chairman of the Investigative Committee, said in mid-January, over the past three years, 159 teenagers have been brought to justice for such crimes.

>According to statistics from the Judicial Department of the Supreme Court of the Russian Federation, since the beginning of Russia’s full-scale invasion of Ukraine, courts have sentenced no less than 158 minors under “terrorist” articles (205, 205.1–205.5 of the Criminal Code of the Russian Federation). As noted, often the defendants in the cases are teenagers accused of setting fire to military registration and relay cabinets, which, according to law enforcement officers, act for monetary rewards from customers.

Russian Finance Ministry to Grooms: Buy Real Diamonds or Face Divorce

Russian Deputy Finance Minister Alexei Moiseev has intervened in the global debate over engagement rings, urging suitors to reject lab-grown stones in favour of natural diamonds to ensure both investment security and marital longevity.
Speaking to reporters on January 29, Moiseev dismissed synthetic diamonds as mere "bijouterie" (costume jewellery) that, despite their aesthetic appeal, lack the stored value of natural gems.
"It looks beautiful, but... 20 years will pass, and your wife will remind you and divorce you," Moiseev quipped, warning that the initial savings on a synthetic stone would eventually be viewed as a lack of commitment.
The minister’s relationship advice aligns with Moscow’s broader economic policy to support the domestic diamond industry. Russia is home to ALROSA, the world’s largest diamond producer, which has faced significant headwinds due to Western sanctions and a global slump in rough diamond prices.
Moiseev noted that the Ministry of Finance is currently drafting regulations to enforce a clear distinction between "natural" and "synthetic" stones in retail, arguing that consumers are often misled by terms like "man-made" or "grown." He also proposed new export duties on rough diamonds to encourage domestic processing, as the government seeks to protect the value of one of its key natural resources.

Royal Navy Flushes Out Russian Vessel Loitering Over Critical Undersea Cables

British authorities have ordered the expulsion of the Russian cargo ship Sinegorsk from the Bristol Channel after the vessel dropped anchor directly above vital transatlantic data cables, sparking immediate security concerns.
While the ship’s crew claimed they had stopped to conduct "essential safety repairs" due to a technical malfunction, UK officials described the vessel’s positioning as "deeply suspicious." The Sinegorsk anchored on the evening of January 27 just two miles off the coast of Minehead, Somerset—less than a mile from high-capacity subsea cables linking the UK to the United States, Canada, and the Iberian Peninsula.
The Department for Transport confirmed that a formal directive was issued ordering the vessel to leave immediately. "We issued a clear warning as a first step to the Sinegorsk... This directive has been complied with, and the vessel is leaving UK waters," a government spokesperson stated.
The 14-hour standoff prompted a significant military response. A Royal Navy Wildcat helicopter was scrambled from RNAS Yeovilton to circle the vessel, while HM Coastguard deployed a surveillance aircraft to monitor the ship’s activities until it weighed anchor on the afternoon of January 28.
Shadow Security Minister Alicia Kearns condemned the incident, stating, "The movements of this Russian ship are deeply suspicious... Yet another reminder of the persistent and pernicious threats our country faces."
The Sinegorsk, which had arrived from Arkhangelsk, is not currently under specific sanctions, but its loitering fits a growing pattern of Russian vessels mapping Western maritime infrastructure under the guise of commercial transit or distress.

>“It wasn’t even close.” Doctors called the Ministry of Health's statements about the average salary 147 thousand rubles fake

>The majority of Russian doctors have never received a salary at the level of 147 thousand rubles, which is reported to the authorities. Such statements do not reflect the real situation in the regions, Anatoly Domnikov, chairman of the trade union of healthcare workers of the Russian Federation, told NSN.

>According to the head of the trade union, low incomes remain the key reason for the personnel shortage in medicine.

>Despite the authorities' statements about their intention to reduce the shortage of medical personnel, the situation continues to worsen. In 2024, there were 1.4 million mid-level medical workers in Russia - 96.3 people per 10 thousand population. This is the minimum figure since 1960. For comparison, in 1990 there were 124.4 mid-level specialists per 10 thousand population, by 2000 - 107.6, after which the figure steadily decreased. The highest workload was recorded in the Leningrad region, Moscow region and Sevastopol.

>State Duma Speaker Vyacheslav Volodin stated that the shortage of medical personnel in some regions reaches 80%. The head of the Ministry of Health, Mikhail Murashko, estimated the shortage of doctors at 23.3 thousand people, and 63.5 thousand paramedical personnel. He promised to solve the problem through systemic measures. In particular, a law was passed on compulsory service for graduates of medical universities for up to three years in predetermined state hospitals. Besides, from September 1, 2025, paramedics and midwives without higher medical education are allowed to perform the functions of attending physicians in the absence of specialists.

Whitaker: Ukraine Peace Deal Nears as Envoys Grind Through "Technical" Phase

The path to a ceasefire in Ukraine is narrowing, with negotiators now "closer and closer" to a final settlement, according to Matthew Whitaker, the U.S. Ambassador to NATO.
In an interview with Fox News aired today, Whitaker revealed that talks have moved beyond broad political posturing into the "very technical and complex" details of an implementation plan. However, the Trump administration appointee cautioned that the status of occupied territories remains the single largest obstacle to signing a deal.
"We are getting closer and closer as we work through very technical and complex issues," Whitaker said, signalling a potential breakthrough in the administration's push to end the conflict.
The focus on "technical issues"—likely involving demilitarised zones, monitoring mechanisms, or security guarantees—marks a significant shift in tone. As recently as August 2025, Whitaker had publicly stated that "no big chunks" of territory would be conceded without a fight. His latest comments suggest that while the territorial map remains the "most difficult" variable, the framework for a cessation of hostilities is solidifying.

>The state promised to increase payments to WWII veterans by 350 rubles

>State payments to disabled people, combat veterans and participants of the Great Patriotic War will be indexed from February 1, Yaroslav Nilov, head of the State Duma Committee on Labor, Social Policy and Veterans’ Affairs, said on Wednesday.

>According to him, monthly payments to WWII veterans will increase to 6,596 rubles. In the current year it is 6246 rubles and, thus, will increase by 350 rubles, or $4.6 at the current exchange rate of the Central Bank of the Russian Federation.

>Payments to disabled people of the first group will increase by 327 rubles per month, to 5830 rubles, and for combat veterans - by 257 rubles, to 4839 rubles per month. Indexation of social payments is aimed at “raising the standard of living” of socially vulnerable groups of the population and is considered an important element of state policy, Nilov emphasized (he was quoted by RIA Novosti).

>In the 2026 federal budget, the government included 7.103 trillion rubles under the “social policy” item, which includes measures to support citizens - from benefits and payments to an annual transfer to the Pension Fund.

>According to the Gaidar Institute’s calculations, the current year’s budget will spend 25.1% of expenses on social items (including education and healthcare), the lowest share since at least 2011.For comparison: before the start of the war, the budget spent almost 40% of all money on these purposes. In 2023, this share dropped to 32%, in 2024 – to 30%, and currently – to 25.4%.

>Civil and social budget expenditures are being crowded out by gigantic expenditures on the army and other security forces.Share of expenditures on “national defense”, national security and law enforcement and related classified items increased from less than a quarter (23.9%) in 2021 to almost 40.3% this year and 38.2% in 2026.

EU Prepares “Total Maritime Ban” as Coalition Declares Shadow Fleet “Stateless”

1/2

The European Union is finalising a “total ban” on maritime services to Russian entities as the centrepiece of its 20th sanctions package, slated for adoption on the fourth anniversary of the invasion of Ukraine, February 24.

EU High Representative Kaja Kallas confirmed the aggressive timeline on Thursday, stating that the new measures aim to sever the logistical arteries of Moscow's "shadow fleet." The package will reportedly encompass a comprehensive prohibition on maritime services, alongside new restrictions on the energy sector and fertiliser trade.
"The goal is to completely block the movement of Russian 'shadow' vessels," said French Foreign Minister Jean-Noël Barrot, who described the incoming measures as "particularly tough."

The "Stateless" Precedent
The legislative push follows a landmark joint statement issued on January 27 by 14 nations bordering the North and Baltic Seas—including the UK, Germany, France, and the Nordic states. The coalition formally warned that tankers operating with irregular flags or manipulated transponders will henceforth be classified as "stateless vessels" under international law (UNCLOS). This designation grants coastal states the legal authority to board, inspect, and detain such ships in international waters.

Enforcement Actions Escalate
Member states have already moved from policy to interdiction in a series of coordinated actions over the past week:
Mediterranean Intercept: The French Navy boarded and detained the tanker Grinch in the Gulf of Fos. Authorities confirmed the vessel, which had departed from Murmansk, was operating under a false Comoros flag.

Baltic Blockade: German Federal Police denied entry to the Arcusat, a so-called "zombie tanker" with no valid registration in international databases. Attempting to enter the Baltic Sea en route to the Gulf of Finland, the vessel was forced to reverse course.
Norwegian Deterrence: Following the German blockade, Bloomberg reported that two additional tankers carrying crude from Murmansk abruptly U-turned off the coast of Norway, abandoning their voyages to avoid potential seizure.
French President Emmanuel Macron reaffirmed the bloc's resolve on January 28, pledging to "disrupt" the fleet that has allowed Moscow to bypass the G7 oil price cap. While Kallas noted that technical negotiations on the final text are ongoing, the coordinated enforcement actions suggest the crackdown has effectively already begun.

The End of Pacifism: Joschka Fischer Calls for a “European Bomb”

Joschka Fischer, the former Foreign Minister and icon of Germany’s Green movement, has shattered one of the country’s longest-held taboos by calling for the creation of a shared European nuclear arsenal.
In a candid interview with Der Tagesspiegel published on January 29, the 77-year-old statesman argued that the era of relying on Washington for protection has effectively ended. "Europe must do this," Fischer said, referring to the acquisition of nuclear capabilities, "because the American protective guarantee is, effective immediately, uncertain."
Fischer’s comments mark a radical departure for a politician whose career was forged in the protest movements of the 1960s and the founding of the pacifist Green Party. Yet, citing the "new world situation"—a reference to the geopolitical shifts following the US political realignment in 2025—Fischer insisted that the EU must become a hard power.
"We have succumbed to the illusion of eternal peace in Europe for too long," Fischer told the newspaper. He stressed that while Germany must accept a leadership role, it must "never again act alone," rejecting any notion of a national German bomb in favour of a collective EU deterrent.
Perhaps most strikingly, the man who once famously clashed with police in Frankfurt admitted that the current threat landscape has reversed his personal convictions on military service.
"If I were a young man today, I would volunteer," Fischer said, referring to service in the Bundeswehr. "Times have changed. We are threatened. We must defend ourselves... I could never have imagined I would say this. My entire political career spoke rather to the contrary."

Russia Readies Evacuation Plan for Nuclear Staff as US "Armada" Closes in on Iran

Russia has placed contingency plans on high alert to evacuate hundreds of its citizens from the Bushehr nuclear power plant, as tensions in the Gulf reach a boiling point following fresh military threats from the White House.
Alexei Likhachev, the head of Russia’s state nuclear agency Rosatom, confirmed on Thursday that Moscow is coordinating with its defence and foreign ministries to extract up to 400 specialists and their families from the facility in southern Iran.
"We are keeping our finger on the pulse," Likhachev told reporters, acknowledging the rapidly deteriorating security environment. While noting that Bushehr remained the "safest place in Iran" during the US-Israeli airstrikes of June 2025, he admitted that the current escalation requires immediate readiness for a mass exodus.
The move comes as US President Donald Trump announced the deployment of a "massive armada" to the Persian Gulf, led by the aircraft carrier USS Abraham Lincoln. In a statement on Truth Social, Trump warned that if Tehran does not halt its crackdown on anti-government protests and return to nuclear negotiations, it faces an attack "far worse" than the bombardment seen last summer.
According to US defence officials cited by Reuters, the Pentagon’s target list has expanded to include Iranian leadership compounds and security infrastructure, alongside nuclear sites.
Tehran has responded with defiance. Ali Shamkhani, a senior advisor to Supreme Leader Ali Khamenei, warned on social media that any US military action would be treated as an "act of war," triggering a "swift, comprehensive, and unprecedented" response targeting Tel Aviv and American assets across the region.

One in Five Dairy Products in Russia Is Fake, Regulators Warn

1/2

A staggering 17.68% of all dairy products sold in Russia in 2025 were adulterated or counterfeit, according to new data released this week by the federal watchdog Rospotrebnadzor.
The report reveals a sharp spike in food fraud, with the rate of falsification jumping from just 12% in 2023 to nearly 18% last year. Federal regulators attribute the surge to the high profitability of "technologically simple" adulteration methods, which allow unscrupulous manufacturers to slash costs while maintaining high production volumes.

From Palm Oil to "Meat Glue"
While the substitution of milk fat with palm oil remains the industry standard for fraud, the 2025 report highlights a darker trend: the use of non-food-grade fillers and experimental chemical binders.
"Meat Glue" Epidemic: Rosselkhoznadzor has flagged the widespread use of microbial transglutaminase (mTG), a banned enzyme known as "meat glue." In 2025, the additive was detected in cottage cheese and curd masses from major producers like "Rusmolprodukt" and "Kurskoe Moloko." The enzyme bonds proteins artificially, allowing producers to increase product volume, improve texture, and cut production cycles by up to 90%, all while bypassing natural fermentation processes.
Beef Tallow & Chalk: To deceive lab tests designed to spot vegetable fats, some producers have switched to using beef tallow as a milk fat substitute. In more extreme cases involving shelf-life extension, inspectors found traces of chalk, soda, lime, salicylic acid, and even gypsum.

The "Digital Blockade"
Authorities are attempting to stem the tide using the mandatory "Chestny Znak" digital marking system. Rospotrebnadzor reported that since May 2024, automated cash registers across the country have blocked the sale of 613 million units of dairy products.
333 million units were blocked for being expired.
278 million units were flagged as illegal (unregistered turnover).
175 million cases involved "double scanning"—attempts to resell products with codes that had already been retired from the system.
Despite the digital crackdown, the sheer volume of "zombie" products reaching the checkout line suggests that for many Russian consumers, the milk in their basket may be little more than a mixture of water, reconstituted powder, and industrial thickeners.

Germany plans satellite missile detection system to cut reliance on US

1/?

Berlin’s move reflects unease over depending on US capabilities to spot long-range missiles from space

Germany plans to be the first European power to develop its own space-based missile detection capability, as the continent seeks to cut its reliance on Washington for defence.

The head of the country’s space command, Major General Michael Traut, told the FT that Germany was “now planning to have the core of a satellite-based missile detection system”.

The project would be national “but open of course, to European collaboration”, he said. He insisted that such national capabilities would make Germany and Europe stronger partners for the US.

Europe currently relies on a shared common space-based warning system provided by the US through Nato to spot threats such as long-range missiles. But President Donald Trump’s unpredictable approach to Nato and his recent threats to annex Greenland have alarmed European capitals, sparking a push to increase their sovereign military capabilities.

Germany has been at the forefront of this spending boom. Last year Berlin announced it would invest €35bn in military space technology by 2030 — instantly leaping into the top league of global spenders.

Berlin has already launched a sky shield initiative to build up Europe’s ground-based air and missile defences.

Speaking at the European space conference in Brussels, Traut said missile detection was an operational priority. “Space-based early warning and satellite-based missile detection...[is] very urgent because, well, the threat is imminent,” he said.

“Europe has been dependent on the United States...more or less in all aspects of space capability,” Traut said. There was “a strong need to build up some German and European sovereign capabilities in missile detection and interception... We not only want to be able to detect missiles early, we want to be able to fight them early.”

Berlin’s plan would give Europe its first operational detection capability. France has experimented with launching demonstrator satellites to detect rocket launches before, including the Spirale programme in 2009, but this was not followed up after the mission ended. Germany’s Fraunhofer EMI launched another demonstrator satellite aimed at launch detection in 2024.

Josef Aschbacher, director-general of the European Space Agency, said in a separate interview that the multinational body was “in discussions” over how it could be involved in the future development of missile-detection technology.

“There are continuous meetings between Germany and us, offering the capability of a system architecture to link their capabilities into European infrastructure,” he said. “But all these discussions are just happening, right now.”

Aschbacher reiterated that while dual-use technologies would become an increasingly important focus area for the ESA, the agency would never be involved in offensive weapons development.

ESA has traditionally only worked on civilian space technologies. However, in November, its members, which include EU constituents as well as Canada, Norway and the UK, agreed to fund the agency’s first explicitly dual-use programme, to develop technology for a space-based intelligence, surveillance and reconnaissance network.
>>
>>527329726
3/3

Aschbacher said he expected dual-use programmes to become an increasingly bigger focus for the agency, which would require a doubling of European collective spending on space by 2030. “You can’t do defence without space,” he said.

The introduction last year by Russia of the Oreshnik ballistic missile, which has been used twice in Ukraine and is considered almost impossible to intercept, has underlined the vulnerability Europe faces in the area of launch detection.

Traut declined to give any details on the timeline or budgets being discussed for the space-based capability. However, he said there was no time for delay.

“Our chief of defence in Germany has given us the order to be ready for war in 2029,” he said. “But in space we need to be ready to fight now if necessary.”

The AI Tax: Russian Smartphone Prices to Jump 30% as Data Centres Hog Memory Chips

1/2

The global "AI supercycle" is about to hit Russian consumers in the wallet, with smartphone prices set to surge by up to 30% this spring as Chinese manufacturers pass on the soaring costs of memory components.
According to a report by Izvestia on Friday, major Chinese OEMs have notified Russian distributors of a 10–30% hike in procurement costs for upcoming batches. These new prices will reflect on retail shelves by March or April, as current inventory runs dry.

The "Server-First" Pivot
The primary driver of the inflation is a severe bottleneck in the global memory market. Industry insiders cite a massive pivot by top-tier semiconductor foundries—specifically Samsung, SK Hynix, and Micron—toward producing high-bandwidth memory for AI data centres used by giants like OpenAI and Microsoft.

"Leading manufacturers are focused on fulfilling orders for the largest AI developers," explained Alexey Pogudalov, commercial director of the major retailer Holodilnik.ru. As fabrication lines are retooled to feed the voracious appetite of neural networks, the supply of standard DRAM and NAND flash used in consumer handsets has tightened, doubling component prices since late 2025.

Budget Sector Hit Hardest
While premium devices will see price tag adjustments, analysts warn that the budget and mid-range segments will suffer the steepest percentage hikes. In these cheaper devices, the cost of memory modules constitutes a much larger share of the total bill of materials.
Domestic electronics distributor Fplus forecasts that prices could effectively rise by more than 30% in the first half of 2026 alone. Mobile Research Group analyst Eldar Murtazin predicted that this spring hike is merely the first wave, with a second surge likely in the summer.

Local Headwinds
While the chip shortage is global, Russian consumers face a "perfect storm" of compounding factors. Beyond the component deficit, retailers point to a scheduled increase in VAT, the expansion of the "Chestny Znak" mandatory labelling system, and the introduction of a new "technological levy" on electronics as reasons for the inevitable sticker shock.

High Rates Turn Russian Mortgages into Short-Term "Bridge" Loans

The era of the 30-year market mortgage is effectively over in Russia, replaced by a trend of "panic repayment" as borrowers rush to escape punishing interest rates.
Data released by state-owned lender VTB on January 30 reveals that 20% of clients who took out market-rate mortgages in 2025 paid them off in full within the same year. This "anomalously fast" repayment speed marks a sharp shift in borrower behaviour; in 2024, only one in ten borrowers managed to clear their debt so quickly.
According to the report, 50% of new borrowers made regular early repayments, outpacing their payment schedules by an average of five times.

The "Bridge" Strategy
Bankers attribute this frenzy to the prohibitive cost of borrowing, with market mortgage rates hovering between 21% and 29% throughout 2025. Faced with the prospect of repaying the property's value several times over in interest, Russians are now using mortgages strictly as short-term "bridge finance"—taking small loans (averaging 3.3 million rubles) with massive down payments (over 50%) to close deals while waiting to sell existing assets.
"In the new conditions, early repayment is a tactical response to the high cost of the loan," explained Alexei Okhorzin, a senior vice president at VTB.

The Arbitrage Gap
The data highlights a stark divide in the Russian housing market. While market-rate borrowers scramble to get out of debt, those clinging to older, state-subsidised mortgages (with rates as low as 2-6%) have stopped paying early altogether. Instead, these "privileged" borrowers are engaging in interest rate arbitrage—keeping their cheap loans active while funnelling cash into deposit accounts yielding 17-20%.

“Difficult Times”: St. Petersburg Metro Explains Mandatory Screen Checks

City authorities have officially clarified the reasoning behind the recent uptick in security screenings at metro stations, where passengers are increasingly being ordered to prove their smartphones are functional devices rather than disguised explosives.
Vice-Governor Kirill Polyakov addressed the issue during a televised "direct line" on January 29, responding to confused residents who asked why public address systems are now broadcasting requirements to show "turned-on smartphones" even for those paying via contactless cards.
"The metro is a transport security facility... We are currently applying enhanced security measures; times are difficult," Polyakov stated. He urged residents and tourists to treat the inconvenience with understanding.
The Vice-Governor clarified that security staff are strictly prohibited from viewing personal data. The procedure requires only that the passenger illuminate the screen to demonstrate that the object is a working phone and not a dummy casing concealing hazardous materials. "Turn on the screen, show that it is a phone and not something else, and move on," he said.
While the announcements are new, the legal basis for these checks lies in the Ministry of Transport Order No. 34, which came into force in March 2025. The regulation mandates that passengers must be able to demonstrate the functionality of their electronic devices during inspection. This has led to reports of security personnel also checking laptops and even requiring passengers to prove that their headphones are genuine audio devices.

Sheremetyevo Picks Up Domodedovo at Half-Price Fire Sale

1/2

The long-running saga of Domodedovo Airport’s ownership concluded on Thursday as a subsidiary of Sheremetyevo International Airport (SVO) acquired the asset for 66.13 billion rubles ($760 million).
The deal, closed via a specialised "Dutch auction" where the price was lowered until a bidder accepted, saw the final tag drop to exactly 50% of the government's initial 132.3 billion ruble asking price. The winning vehicle was LLC "Perspektiva," a fully owned structure of the Sheremetyevo holding company, which is co-owned by billionaire Arkady Rotenberg.

A Distressed Asset
The sale marks the end of the "second attempt" to privatise the airport following its nationalisation in June 2025. The first auction, scheduled for January 20, failed due to a lack of eligible bids. In this second round, Sheremetyevo competed against a structure linked to Vnukovo Airport, but the latter declined to bid as the price hit the minimum cut-off.
The discount reflects the heavy baggage the new owner inherits: alongside the purchase price, Sheremetyevo assumes approximately 70 billion rubles in debt accumulated by the airport's previous management.

Consolidation Returns to the Table
The acquisition places Russia’s two largest air hubs under a single roof, reviving a debate that has circulated in Moscow for over 15 years: the creation of a unified Moscow Aviation Hub (MAU).
Experts interviewed by Kommersant were divided on the implications. Some analysts argue that a single operator for SVO and DME will streamline logistics and capital expenditures, potentially paving the way for the eventual absorption of Vnukovo (VKO) into a monopoly structure.
However, others contend that formal consolidation is redundant. "Competition is already dead," one industry insider noted, pointing out that Sheremetyevo and its anchor carrier, Aeroflot, already dominate the market so thoroughly that owning Domodedovo changes little in terms of competitive dynamics. With Aeroflot group controlling the lion's share of throughput, the acquisition is seen less as a market capture and more as a stabilisation measure for a critical infrastructure asset that had fallen into legal limbo.

Russia Plans Diamond Export Tax to Break India’s Cutting Monopoly

Russia is preparing to impose new export duties on rough diamonds as part of a state-directed pivot to force the domestic processing of gems, a move that threatens to squeeze the profit margins of state mining giant ALROSA.
The Ministry of Finance is currently drafting a decree that would penalise the export of raw stones, Deputy Finance Minister Alexei Moiseev confirmed on Thursday. The initiative aims to reverse a long-standing imbalance in the global supply chain: while Russia accounts for nearly a third of global rough diamond production, less than 5% of these stones are cut and polished domestically.

Challenging India’s Dominance
"The mass market is completely closed by imports," Moiseev stated, highlighting that Russia exports its raw wealth only to import finished jewellery. Currently, 90% of the world’s rough diamonds flow to India for cutting and polishing. Under the new proposal, a state-controlled centre based at "Almazjuvelirexport" would oversee the distribution of stones, ensuring Russian cutters get priority access before any exports are permitted.

Financial Headwinds for ALROSA
The policy shift comes at a delicate time for ALROSA. The miner is already navigating G7 sanctions and a global demand slump. Kommersant reports that industry analysts estimate the cost of rebuilding Russia’s cutting infrastructure could run into the "tens of billions of rubles."
Furthermore, the tax burden could be severe. Analysts note that previous "exchange-rate linked" export duties, which were in effect until recently, eroded ALROSA’s earnings before interest, taxes, depreciation, and amortisation (EBITDA) by more than 10%.

The Kremlin’s Analogue Silence in a Digital War: Anatomy of an Info-Defeat

1/2

The Russian government has once again suffered a self-inflicted defeat in the information domain, attempting to maintain radio silence on a major strategic shift that was broadcasting live to the rest of the world.
The subject of this latest fumble is the "energy truce"—a de facto pause in missile strikes on Ukrainian infrastructure initiated this week. Moscow apparently intended to keep this "gesture of goodwill" a secret from its domestic audience, operating under the archaic belief that if a policy isn't announced on state television, it doesn't exist.
This mindset highlights a critical disconnect: the Kremlin leadership, famously averse to smartphones and modern tech, fails to grasp that the information vacuum is a relic of the 20th century. In 2026, the Russian population will have access to a myriad of sources beyond Pravda or Channel One. When the state remains silent, the void is instantly filled by adversaries who frame the narrative to their advantage.
The fallout was entirely preventable. Instead of ceding the microphone to Kyiv and Washington, Russian officials—be it Press Secretary Dmitry Peskov or Foreign Minister Sergei Lavrov—could have seized the narrative initiative immediately.
A competent communications strategy would have framed the pause not as weakness, but as magnanimity and leverage. The message was simple: Russia is halting strikes on the power grid in response to a personal request from President Trump and to facilitate the ongoing peace talks in the UAE. Crucially, this message should have linked the truce explicitly to the "Anchorage Formula"—the roadmap for a settlement agreed upon last year. The ultimatum should have been clear: we are pausing for diplomacy, but if there is no progress in Abu Dhabi, the generators will burn again.

Patriarch Kirill Demands Husband’s Veto on Abortions and War on "Witches" in Pitch to Next Duma

1/2

Patriarch Kirill has laid out a sweeping hardline agenda for the upcoming parliamentary cycle, calling on lawmakers to legally mandate spousal consent for abortions and to launch a legislative crackdown on astrologers.
Speaking at the Federation Council on January 29 as part of the XIV Christmas Parliamentary Meetings, the head of the Russian Orthodox Church presented what amounts to a conservative manifesto for the 9th State Duma, which is set to be elected later this year.

"Business on Blood"
The Patriarch’s central demand was the "legislative protection of the child in the womb." While stopping short of demanding a total ban, he urged the state to eliminate the private sector from the equation entirely, describing the work of commercial clinics as "business on blood."
Most controversially, Kirill proposed enshrining the "role of the father" in termination decisions—a move interpreted by analysts as a requirement for written spousal consent. "We must end the practice where the family is excluded from the decision-making process," he told the senators.

Fighting "Obscurantism" and Profanity
Beyond reproductive rights, the Patriarch opened a new front against what he termed "obscurantism." He called for strict legislative restrictions on astrology, witchcraft, and fortune-telling, arguing that the proliferation of such services is driving the "destruction of Russian families."
He also targeted the everyday speech of Russians, urging a federal campaign against mat (profanity). "The use of rotten, foul words is clear evidence of spiritual and moral distress," Kirill said, labelling bad language a "diversion" against Russian culture.

Russia Targets 117k Foreign Medical Students by 2030 Despite “Trust Crisis” and Visa Woes

Russia has set an ambitious target to host 117,000 fee-paying international medical students by 2030, a massive expansion of its higher education export sector. However, a new industry report cited by Vedomosti warns that geopolitical isolation and aggressive competition from the Global South could derail these plans.
According to data published in the journal National Healthcare, the target figure excludes students on government scholarships (quotas). The goal relies on sustaining the momentum seen in 2024, when Russian medical schools saw an intake of 23,382 international students.

Headwinds: Visas and Geopolitics
Despite the high targets, the sector is facing a "crisis of trust." The report notes that geopolitical instability has complicated the recruitment pipeline, with visa processing becoming increasingly bureaucratic and difficult for applicants.
Crucially, the brand reputation of Russian education is suffering in key markets. "Trust in the education system is falling," the report admits, specifically citing students from nations with "complex political relations" with Moscow.

The Rise of Alternative Hubs
Russia’s traditional dominance in affordable medical education is also being eroded by new competitors. India, Turkey, and China are rapidly expanding their English-medium medical programs, offering what analysts describe as "more attractive prices and convenient terms" compared to the Russian offer.
While Russia remains a popular destination for the Global South, the combination of logistical hurdles and the emergence of regional rivals suggests that reaching the 117,000 benchmark will require more than just open doors—it will require a restoration of stability.

Fugitive Olympic Chief Charged with Fraud Over $200M “Fake” Lawsuit in New York

The Tverskoy District Court of Moscow has ordered the arrest in absentia of Akhmed Bilalov, the disgraced former Vice President of the Russian Olympic Committee, on new charges of large-scale fraud involving a $200 million lawsuit filed in the United States.
According to investigators, Bilalov, who has resided in the US since fleeing Russia in 2013, conspired with business partner Musayib Ismailov to defraud state-owned lender Sberbank and billionaire Mikhail Gutseriev.

The "New York" Scheme
The charges stem from a civil lawsuit Bilalov filed in a New York court seeking compensation for his stake in the "Krasnaya Polyana" ski resort, which he sold under pressure before the 2014 Sochi Olympics.
Russian prosecutors allege that Bilalov and Ismailov submitted "forged documents" to the American court to substantiate their claim. The fabrication reportedly involved a backdated 2013 agreement, which supposedly obligated the buyers to pay $200 million—a sum Bilalov claims he never received. Investigators assert this document was manufactured to legitimise a predatory claim against Sberbank and Gutseriev's Safmar Group.

A Legacy of Scandal
This is the second major criminal case against Bilalov. He originally fled the country in February 2013 after President Vladimir Putin publicly humiliated him during a site inspection of the Sochi games. Inspecting the "RusGorki" ski jump complex, Putin criticised the project's delays and cost overruns, sarcastically telling officials, "Well done! You are working well," upon learning Bilalov was responsible.
Bilalov was subsequently stripped of his posts at the Olympic Committee and "Northern Caucasus Resorts" and charged with abuse of office. He was briefly detained by US immigration authorities in Florida in 2019 but was not extradited.

Russian A-Listers Defend State Funding, Declare Victory Over ‘Spider-Man’ and ‘Batman’

Russia’s top filmmakers mounted a vigorous defence of state subsidies this week, telling a parliamentary roundtable that the domestic industry has successfully replaced Hollywood superheroes with homegrown hits, even if audiences still complain.
Speaking at the State Duma on January 29, prominent directors Fedor Bondarchuk and Karen Shakhnazarov argued that criticism of modern Russian cinema is often rooted in nostalgia rather than fact.
Bondarchuk, the chairman of Art Pictures Studio, cited the cultural pivot of the last decade as proof of the Cinema Fund's efficiency.
"Ten years ago, our children loved Spider-Man and Batman," Bondarchuk told lawmakers, referring to the era before major Western studios boycotted the market. "Today, they ask: 'Where is Cheburashka?'"
The reference is to the colossal success of the Cheburashka franchise, a live-action adaptation of the Soviet classic that shattered box office records following the exit of Disney and Warner Bros. Bondarchuk warned MPs that "indiscriminate judgment" of the sector is dangerous, describing film production as a "very complex industry" that requires patience.
Karen Shakhnazarov, the veteran head of Mosfilm, dismissed viewer complaints about quality as a permanent feature of the business.
"Now they praise Soviet cinema, but I remember well those endless conversations [back then] that our cinema is grey and the viewer doesn't go to it," Shakhnazarov said, urging the committee not to be swayed by "subjective" public grumbling. "The viewer is always dissatisfied with everything."
The roundtable, organised to review the efficiency of state cultural spending, comes as Russian films reportedly captured 96% of the lucrative New Year’s holiday box office, a statistic officials are using to justify continued heavy investment in the sector.

Russian MP: Soviet Censors Made Tarkovsky Great, Filmmakers Pay With "Blood and Life"

A parliamentary roundtable on the future of Russian cinema descended into a heated philosophical clash over censorship this week, with a leading lawmaker arguing that the suffering of banned Soviet directors was a necessary price for their artistic greatness.
The exchange at the State Duma occurred as the industry braces for new content restrictions under the "Traditional Values" law set to take effect on March 1, 2026.
Director Alexei German Jr., seeking clarity on the new rules, asked lawmakers to define exactly which topics remain permissible in the current political climate. Warning against the "multiplication of control bodies," German Jr. argued that genuine cinema must be free to "touch upon various moments of life," rather than being suffocated by excessive regulation.
He was rebuked by Nikolai Burlyaev, a famous Soviet-era actor turned hardline MP, who demanded the introduction of "mandatory public control"—essentially citizen review boards—to vet films for ideological purity.
In a dramatic turn, Burlyaev invoked the memory of German Jr.’s own father, the legendary director Alexei German Sr., as well as Andrei Tarkovsky, to justify state pressure. "I worked with your genius father, I worked with Andrei Tarkovsky," Burlyaev scolded. "They never asked what was allowed and what was not."
When German Jr. retorted that his father’s masterpiece Trial on the Road was shelved by censors for 15 years and My Friend Ivan Lapshin faced similar bans, Burlyaev did not deny the history. Instead, he romanticised the oppression.
"It is true, pure truth," Burlyaev conceded. "They paid for it... with their blood and their life."
The comments reflect a growing sentiment among Russia’s cultural conservatives, who view the liberal artistic freedoms of the post-Soviet era as a mistake and frame censorship not as a barrier, but as a spiritual forge for national art.

Russia’s Car Fleet Shrinks for First Time Since 2000 as Sales Stumble

The number of registered passenger vehicles in Russia fell by 0.18% in 2025 to 52.8 million, marking the first contraction of the nation’s fleet in 25 years, according to Ministry of Internal Affairs data reported by Kommersant.
The fleet shed approximately 100,000 units over the year, a decline driven by a combination of regulatory pressures and a slumping new car market. Sales of new passenger vehicles fell 15.6% year-on-year to 1.32 million—falling well short of the estimated 2.5 million units required annually to maintain fleet replacement rates.
Fiscal policy also accelerated the removal of vehicles from the registry. With transport tax rates set to rise in 2026 in key regions, including Moscow and the Krasnodar Territory, owners moved to deregister ageing or non-operational vehicles to avoid higher costs. Additionally, the data reflects a shadow trend of drivers terminating vehicle registrations to evade automated traffic camera fines, a practice that remains illegal under current legislation.

Russian Tech Localisation Stalls as Firms Cling to Western Software

Russia’s push to decouple its IT infrastructure from Western vendors is facing significant headwinds, with only 16% of organisations having fully transitioned to domestic virtualisation (VDI) software, according to data published by Vedomosti.
A study conducted by Russian vendor Orion Soft reveals that the few successful adopters are concentrated primarily in the state sector, where regulatory pressure is highest. In the wider market, the transition has effectively stalled: 50% of surveyed companies admitted to still relying exclusively on foreign solutions—such as Citrix and VMware—despite the withdrawal of these vendors and the cessation of technical support.
The findings indicate a widespread failure to meet import substitution mandates. Corporate resistance is driven largely by technical deficits; respondents cited incompatibility with existing infrastructure, lower performance speeds, and stability issues as key reasons for avoiding Russian alternatives.

Novosibirsk Lawmakers Warn of Unrest as Insurance Costs Double Ahead of 2026 Elections

Deputies in Russia's Novosibirsk region have issued a formal appeal to the State Duma and the Central Bank, warning that a drastic hike in mandatory car insurance (OSAGO) rates risks fueling social instability amid the ongoing war in Ukraine and the upcoming 2026 parliamentary elections.
The appeal, adopted during a legislative session on January 29, demands a rollback of the Central Bank’s decision to double the territorial coefficient for the region. Effective December 9, 2025, the rate multiplier for Novosibirsk drivers surged from 1.56 to 3.12, pushing the average policy cost to 11,200 rubles—a 41.5% year-on-year increase.
Regional officials argue the hike places an "unjust" burden on the population. According to the transport committee, the new rates will extract an estimated 3.7 billion rubles ($37 million) from local drivers in 2026. While the Central Bank justified the measure by classifying Novosibirsk as a "red zone" for insurance fraud, Legislative Assembly Speaker Andrei Shimkiv denounced the collective punishment of law-abiding citizens as "nonsense."
The lawmakers’ text explicitly links the economic grievance to political risks, noting that the sharp rise in living costs creates dangerous tension "during the period of the special military operation and on the eve of the State Duma elections."

Russian Economists Pitch Radical 'Dual Currency' Plan to Lure $210 Billion Out of Mattresses

Leading academic economists in Russia are lobbying for the creation of a parallel currency—the "indexed ruble"—designed to stop citizens from hoarding cash as inflation bites.
The proposal, unveiled by Alexander Nekipelov, Director of the Moscow School of Economics at MSU, aims to unlock the estimated 16 trillion rubles ($210 billion) currently held by Russians in physical cash ("under the pillow"). Speaking at a Russian Academy of Sciences conference, Nekipelov argued for splitting the national currency into two distinct tiers:

The Ordinary Ruble: A standard medium for daily transactions.
The Indexed Ruble: A store of value pegged to a basket of exchange-traded commodities (such as oil, gas, or metals).

Under this scheme, the Central Bank would publish a daily exchange rate for the indexed unit, ensuring it appreciates relative to the ordinary ruble to offset inflation—effectively acting as a state-guaranteed, transferable deposit. The model draws inspiration from Chile’s Unidad de Fomento (UF), a non-circulating unit of account used to preserve asset value against currency devaluation.
However, the Central Bank of Russia (CBR) has already poured cold water on the idea. In a statement to Izvestia, the regulator dismissed the need for a parallel monetary system, pointing out that OFZ-IN (inflation-indexed federal loan bonds) already provide the same hedge without the systemic risk and infrastructure costs of a dual-currency regime.

Urals Health Minister Blames Staff Shortages for Medicine Queues, Denies Supply Crisis

Tatyana Savinova, the Health Minister of the Sverdlovsk region, has dismissed reports of a critical drug shortage, instead attributing the massive lines at regional pharmacies to a lack of staff and technical failures.
Speaking on the OTV program Open Dialogue on January 30, Savinova described the gridlock as an "unpleasant revelation," claiming she was previously unaware of the scale of the problem. Residents in Yekaterinburg and Nizhny Tagil have reported waiting hours for subsidised medications—often leaving empty-handed despite valid prescriptions.
Savinova insisted the region holds a "three to four-month buffer" of stock. She argued the bottleneck lies with private contractor pharmacies operating under agency agreements (specifically naming Central Pharmacy and Zdorovye), where a shortage of pharmacists and slow computer systems stall distribution. To plug the gap, the ministry has deployed students from local medical colleges to assist in finding and handing out orders.
Looking ahead, officials plan to launch 40 new state-run pharmacies in 2026 to reduce reliance on private contractors and alleviate the pressure on the current network.

Lukoil Signs Pact with Carlyle to Offload Global Empire for Estimated $12bn

Russian energy major Lukoil has signed a conditional agreement to sell its international division, LUKOIL International GmbH, to US private equity giant The Carlyle Group, marking a potential $10–12 billion exit from global markets forced by tightening Western sanctions.
The deal, announced on January 29, covers a sprawling portfolio of assets including refineries in Bulgaria and Romania, retail networks across Europe and the US, and upstream projects in Iraq (West Qurna-2) and Mexico. However, the agreement explicitly excludes Lukoil’s lucrative stakes in Kazakhstan (Tengiz, Karachaganak, and Kumkol), which will remain under the Russian parent company's direct control.
Completion of the sale hinges entirely on approval from the US Treasury’s Office of Foreign Assets Control (OFAC). Following the imposition of blocking sanctions on Lukoil in October 2025, any proceeds from the transaction would likely remain frozen in escrow accounts until specific US authorisation is granted or sanctions are lifted—a prospect analysts say is inextricably linked to the trajectory of peace talks between Moscow and Kyiv.
This marks Lukoil’s second attempt to divest its overseas arm; a previous bid by commodities trader Gunvor collapsed in late 2025 after US officials signalled opposition.
