We had some homegrown systems like the ABC80 and the Compis but those were limited to schools and I can't remember if you could hook them up to a TV of the age (no RF modulator). A coordinated effort between the manufacturers, Ericsson, Luxor and a couple of others could have spawned an esoteric quasi PC like the jap ones, and it would have disappeared in the mid 90s.
The ABC80 did teach people to write BASIC which paved the way for Commodore's machines.

I never noticed but a music nerd friend couldn't stand movies being sped up. Blame the krauts for it, they decided 50Hz was a good idea as it was easy to work with the decimal system. Of course this is during the time a lot of shit was hand-wired, later on one of our turboautists designed oval gears for use when wiring transformers and relays. But it was made obsolete by transistors and integrated circuits.

One final thing is that if you had a shitty reception then the picture would get corrupted in a VLC way. The picture could get better if you waited for the next transmission, but not always.
Teletext was sometimes ued for optional closed captioning, the background is normally black but could be made transparent. One page had subtitles for some programs.
Subtitles is handled in DTV but modern TV sets forget you enabled text and it randomly drops off. I don't watch TV as I no longer know how to operate them.

I used the exact same strategy. On our setup the cable converter box also needed to be on so its display needed to be blacked out as well. The wrinkle was when Dad would try to watch the same thing and find the controls unresponsive. The solution was to only record very late at night and to sneak down and turn on the converter box after making sure everyone was asleep. Never got caught.

When I was a kid in the 80s, if you wanted to go on /pol/, the only way to do it was through Ceefax on TV. The tech worked because some of the lines used to make up the tv picture could be used to send information about text, so it was possible to broadcast text images. Typically, if I were up that late watching TV, the last thing I saw before signoff was an episode of The Avengers. It really set a tone for that moment that was decidedly different from 99% of my day-to-day life.

I could see that if you were in a coastal maritime community that would be useful information to broadcast at that time.
