There is a reason why matriarchies don't exist and that's because women are not suitable for positions of overt power. The feminine method of power is a subtle one. A man who is in touch with his nature will instinctively cringe and be annoyed any time a woman attempts to exercise overt power. It is something that is not suitable for here. Women generally lacking the physicality to truly exert overt power comes across as shrill and haggish for this reason, trying to overcompensate for her physical weakness with loudness and boldness in speech. A woman can here be no different than a weak man. Positions of leadership come from being an example and a woman can never be an example for men who do most of the fighting and all the dirty work required for a civilization to run. Woman's place is thus not in any position of hard power but rather entirely in softer social power. A strong and wise man should be the head of the state behind which all the people rally, while the wise and subtle woman must act as the glue that binds the race together on the social level.
