Silver can go TO china but refined silver cant come out4. America has to put their entire refining capacity at work refining ore for the strategic silver reserve to compete with china and reduce reliance on china5. Since refiners are occupied silver bullion cant get melted and bullionshops have nowhere to sell their stuff (since most has to be refined into new bullion to be sold back to the public)6.
