The answer is, completely and securely close the northern and southern borders and end all legal immigration for a minimum of twenty five years. Then, change immigration laws such that there is a five-year immigration window opened every twenty years, ie - Immigration allowed for five years followed by twenty years of no immigration allowed. Citizenship and the right to vote is granted after fifteen years of good standing. Children born in the United States to the immigrants who have not been granted citizenship will not considered citizens of the United States until their parents are granted citizenship or the child has reached their twenty first birthday in good standing.
