I mean, anything is possible, the one OP posted where you can push your body weight against it will allow you to drill through just about anything (great for doing massive holes in timber), albeit slowly. For concrete you ideally want a hammerdrill with a decent masonry bit. If you're poor as fuck though or not going to be doing it regularly, go with a star drill and a hammer.

I buy up and restore pretty much all the vintage wood working tools I come across just to get them back into circulation. Lots of hand drills, lots of planes, lots of spokeshaves etc and honestly having a hand tool version of anything electric is a good idea.
