This was stopped midway through construction, so it didn't have any at the higher levels. Anyway the towers were going to have to be torn down. Such a teardown would have cost north of $10 billion and the Port Authority didn't want to pay that. This is likely why the towers became a magnet for false-flag terror attacks.
