And that's before considering that the civil service doesn't hire the brightest and the best anymore, because the brightest and the best can make a shitload more doing the exact same work for a consulting firm which will charge the government £1000 per day for one person to do the work that they wish a civil servant could do for ~£30,000 per year.

You can tell how small the contribution of the EU is in terms of "work reduction" by just looking at the sizes, the EU has about 60,000 people working at its civil service, and the UK has about 550,000. Even if 90% of the UK workforce was just admin (and not research) then that would still leave approximately the same number of people working on "research" as the entire EU. The idea is risible that the Civil Service is struggling because they "have to do a lot more work after leaving the EU" is risible.

The reason the state can do anything anymore is a lot more complex, and a lot more structural, but basically a large aspect of the Blairite program was to push power out of parliament and into ELB's. The result of this was to ensure that, regardless of political leanings of the government, the power to change things in the state was now no longer with the government, but instead in various QUANGOs. I've come to believe that the entire Northcote-Trevelyan system is broken and we need to go back the pre-1884 tradition of patronage.
