I hypothesize that the increased pressure on citizens to sort and recycle everything they want to dispose of has led to an increase in hoarding disorder and mental states that are similar but not severe enough to be called disorder. A few decades ago people just drove unsorted trash they wanted to get rid of to the landfill and dumped it all in one place. When you have thousands of items and you have to sort them into 30 compartments that makes people neurotic and makes them hoard trash, it makes their quality of life much lower for decades. The least the government could do is hire people to sort the trash for you. Although I can imagine some people drive assorted trash to the recycling station and dump it all in one container. Honestly that seems like the sensible thing to do. Maybe the self-storage lobby is behind these recycling laws. People are going to collect trash to the point they have to move it into self-storage just to be able to live.
