Unironically the main reason is that these people somehow combine a very entitled worldview in that "we shouldn't be doing this, they should do it for us", as well as a very paternalistic view of "we can't be doing this, this is for the higher ups to decide". With a large dose of issues of sense of ownership, in that during USSR it was "it's everyone's and thus not mine, so I shouldn't bother". Many of those people received housing from the state (for usage, not ownership) and thus never got the whole "I busted my ass for this, it's mine, I should be keep it nice" mentality.
There are people like that here as well for example. Imagine me living in an old stalin era apartment building, which were built for the elite and which are now considered very nice (when you compare it to regular commieblocks). These buildings are old and fucked up, they need refurbishing and renovations, but there's always a chunk of people who got the apartments decades ago during USSR and they fucked up in that they don't only avoid chipping in to improve things, but they also get ass blasted and bitch and moan when other actually strive to improve things. Kinda like crab bucket shit (I know that it's actually wrong, and crabs actually do that as a collective defense mechanism, but the allegory is already cemented in the language).
