They form a plasma sheathe on their exterior which requires extremely specific, large, high power radars to see through for guidance. Alternatively you need to broadcast guidance to them remotely. Iran does not have the ability to make the former. Iran does not have the infrastructure to do the latter. This means that their hypersonics are limited to what is basically dead reckoning navigation during the terminal phase which results in a massive CEP, and limited course correction, which is exactly the opposite of what you would want when trying to hit a moving, jamming, evading, relatively fast target which is actively shooting back at you. When the Chinese claim to build a hypersonic anti-shipping ballistic missiles there's some level of credibility there because they do have the technical ability to manufacture the requisite radars, and they do have satnav infrastructure, so solving those challenges is difficult but not impossible. These still aren't very cost effective mind you, but they could work in theory. When Iran claims to do that, unless they literally just bought it from the Chinese, you should assume they're lying and they basically can't hit a target smaller than two city blocks with any reliability.
