No one wants to invest in Venezuelan oil to pump more because margins on most Venezuelan oil is thin and an investment is unlikely to pay off because oil prices are on a long term downward trend. No one will want to invest in increasing Iranian oil output, because the two likely scenarios are that either the Iranian government survives or that Iran turns into failed state.
