Having no air force means the most you can do is fire off as many missiles as possible with set coordinate before the launchers get taken out. Most of Iran's strategy is for assymetrical warfare guerilla tactic style if the US invades, not much they can do if that doesn't happen. Anti ship require constantly active guidance either through a large ship based, ground based, or air based radar.
