IDK what form these weapons OP's imagining take but in theory most sonic weapons wouldn't need to rely on their victims' sense of sound. That would only be useful (and not very) for pain compliance or disorientation or something.
Imagine sound waves powerful enough that they not only affect your sensitive ear bones (and actually they need not be in your hearing range anyway) but every bone in your body.
