But to steelman it, democracy gives the people a choice between shit A and shit B, both shit but there is a little bit of choices, so maybe not as bad as a full dictatorship on certain issues. But by the same token, you're right, in a democracy even the ruling class is sort of powerless to change it because the incentives just are what they are. Almost nobody has the power to resist the tides of political circumstances.
