Why did Iran invest billions in ballistic missiles that can’t do anything besides kill handfuls of civilians here and there? They are unable to cause any real military damage

Iran can't strike enemy leaders, if that's your point. Firstly, they don't know the location of enemy leaders, because they have no SIGINT satellites and don't have the keys to the NSA back doors in electronics. Secondly, US and Israel have at least 20 minutes warning every time Iran launches ballistic missiles because of SBIRS, which is plenty of time to run to the bunkers. Thirdly, Iran doesn't have missiles that can reach the US.
