It doesnt have to technically "run out" but it will eventually require more energy to extract than it produces so it wont be a viable energy source anymore.

We can create hydrocarbons, it's just not economically viable right now. By the time we "run out" we'll either have cracked fusion or some other source of free energy, which will make producing enough synthetic hydrocarbons to cover our plastics needs trivial, or we'll be long dead.
