As for whether you should only let veterans run for office, A very easy way to ensure that: you have some kind of mandatory military service, it only needs to be a year or two for men. Bootcamp and basic training type deal where men learn the basics of discipline, how to handle a firearm, etc. Then there should be some social pressure then, why someone running for office flunked out on their mandatory service. If they do that then they shouldn't have the right to vote or run for office. Even if it's for a "health reason" then you tell them if you're not fit to serve, pass the fitness requirements or want to make some excuse, then sorry you don't get to decide on dragging young men into war.

One issue you have is that when instituting something like a draft, and you have drafter dodgers like Trump getting into office, it doesn't have the same kind of scrutiny as it should because, historically there is no military service requirement, so it can be easier to explain it away and also because women are retards who don't see someone being a draft dodger as an issue. They only care about themselves, and all of their voting patterns can be thought of that way, they would give such a person a pass if they said they would allow them to be able to kill their babies with zero repercussions (because they feel they "got something" from it, i.e. the "option" to do something and it benefits their group). Men don't think this way naturally. You are running different software that is trying to figure out if that person is fit to lead first and foremost. And if it was just men 21 or older voting it would be reflected in the vote.

I think the reason for the lack of mandatory military service was that the founders of your country had a healthy distrust of government and would rather the militia do that role (both to check the government and be ready to fight for the country).

If you want military leadership, you want a junta and the reformation of the government into a martial citizen republic, and that's a good thing. You have a right as a citizen of the nation to want the best government possible. You don't owe any loyalty to vague concepts like "democracy" -- we're not a democracy we're a people and a nation.

Neither rome nor sparta had a governance like that. Sparta was ruled by the king, who was a warrior, and spartans were higher up than the slaves but the standard spartan warrior had no say in any political decisions. He obeyed the king or he died like the helots would.
As for rome, land ownership, class and wealth mattered far more than military service, a patrician who never served would always be more important than a plebian who served in the legions for decades.
