Much of that Billion dollars isn't in the form of digital or physical cash but instead in the form of military equipment whos prices are set outlandishly by the people who are letting go of them. When that """billion dollars""" (TM) worth of equipment goes to engage a similar set of equipments on the Russian side, then the amount of purchasing power in any given US Dollar on planet, all else being equal, increases. And that's why war is good for business. However the logic only works if the war is outside of the country wishing to hang that paper with military equipment. Also you gotta turn over the stockpile every 5, 10, 15, 20, 25 years or else you're gonna be in a world of hurt when you really do need the bunker to carry you.
