If you don't use the third trimester pregnancy clause, women will use their maternal duties as an excuse but they will not actually produce any children. You can already see this in the declining TFR rates, women don't want to reproduce unless they really have to and refuse to procreate with the common man unless there is some big benefit for it. They might even withhold their pregnancies to offer themselves as wives for your enemies instead. Any woman that wants to escape their nation is to be treated the same as any traitor that is found giving knowledge to the enemy state. The purpose of this knowledge is how to use women effectively for the state instead of letting them do whatever they want and act as informers for the enemy as "refugees."
