Cultures differ, because the people that created them differ genetically. If we see that black africans consistently recreate the same primitive culture that isn't able to move beyond a stone-age level, no matter how advanced the environment they're being put in, we have to assume that1.) their intelligence and civilizational adaptability is linked strongly to their genetics, 2.) is inherently inferior to ours and3.) because of that, they deserve a lesser place in the social hierarchy of our nation(s), in order to not pull them down to their level.
