They don't want the shah, he is very unpopular among Iranians both on the religious right and their secular "left." He's nothing like his father and has criticized key things that the shah supporters liked. He can run for president and everyone would vote against him.

It would not be a real election anyway, they'd put a CIA puppet in place like Hamid Karzai. But even picking him as that puppet would be a bad idea and cause instability. It was one propaganda attempt to stir up rebellion, and it didn't work. No one likes him, please talk to Iranians to get a better perspective.
