Even if there's only a 3% or something chance of being hit and losing the ship/cargo/crew, it seems like either this blockade would have to go on a long time (so that ship owners get tired on losing money not making it) or the oil price would have to go truly to the moon for it to pencil out as rational to do. You need to calculate your expected profit from that journey over the lump cost of a loss if hit. Normally it wouldn't really matter, that would be priced into the insurance, and it would just be passed along. But if nobody is willing to sell insurance, you're talking a 3% chance of total financial ruin for yourself / your company / etc. (but it could be 20% nobody knows)
