I visited Kowloon in 2018 but that was long after it had been torn down. Hong Kong is an amazing place.

That's sort of misleading as there WAS order and structure to the place as it was completely controlled and policed by the Triads. You couldn't operate or live there unless you abode by the rules of the Triads. If you tried to open a business there and didn't pay your tax to the Triads you were thrown out or if you really resisted you were killed.

There was some positive stories though in that the Triads were semi-reasonable/fair and let a few westerners in to open a drug rehab center and the Triads agreed to release members who were successfully rehabilitated.
