The fight against climate change was lost because of citizens united.
People forget this, but the republican party didn't used to deny the existence of climate change. They disagreed with the dems on what should be done about it, but they agreed that it was real.
After Citizens United ruled that corporations could spend unlimited money on campaign donations, suddenly and for no reason at all, during the next election cycle all of the republican candidates decided that the science wasn't in yet and they were not convinced that climate change was anything to worry about.
They sold out our futures for quick cash, for no other reason than that it was legal to do so.

The difference is that someone is going to look at the current situation and say "someone is going to have total ownership of all drinking water that a hundred million americans need to survive, they won't have any choice but to pay me any price I ask for or they'll die of thirst" and happily build the infrastucture to make that possible AND fight any climate change policies that might avoid such a future coming to pass.
Some people have already starting doing it. Or have you not been paying attention to how many wealthy people are quietly buying up rights to lakes and rivers or land with underground water reserves?
