Since the breakup of Yugoslavia at least. But also, Slovenia was better of politically and economically for more than a hundred years. So even if Croatia or Serbia surpass you in terms of GDP per capita or HDI, you'll still be better of for some time, because of that accumulated capital, better infrastructure and things like that.
