Kenney thinks because there's risks involved in creating a sovereign independent republic that it's not worth doing because it might have a bumpy start. He therefore concludes that it's much safer to continue living in the slave system known as Canadian Federalism where you can waste 30 years gaining a few minor policy changes towards the West designed to placate rather than empower.As Pardy points out, the sad fact that in Canada it's actually a lot easier to secede from the confederation than it is to change the Constitution of Canada.
