I'm guessing because the market things Trump will do ANYTHING to keep the price low, which means draining the reserve as fast as possible and strong-arming every other country with a reserve to release them all at once ASAP.

Of course this leaves the US and everyone else more prone to energy shocks going forward, and gives Iran more leverage by the day, but Trump doesn't care about the future.
