As far as I know nobody has tried to steer 100 tons of metal down from orbit before.

I don't know how they would do it, but the first time could just be a test and wherever it hits we just say it was a "warning shot"

Anon, it wouldn't penetrate more than 20 metres into the ground. You're talking about a bunker that is effectively 400 meets under ground. The tungsten and earth would immediately liquify on contract with each other- dumping all energy into the topsoil and if we're generous 40 meters down in a shockwave.
